VISION, MISSION AND STRATEGY OF CBN
The Central Bureau of Narcotics (CBN) is the National Opium Agency under the 1961 Convention and the Competent National Authority under the three International UN Drug Conventions viz. Single Convention on Narcotic Drugs, 1961 (as amended by the 1972 Protocol), Convention on Psychotropic Substances, 1971, and the United Nations Convention against the Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988. It exercises control over the manufacture of narcotic drugs, international trade in narcotic drugs / psychotropic substances, and precursor chemicals listed under Article 12 of the 1988 Convention.
The responsibilities entrusted with CBN include:
- Regulation and control over international trade of narcotic drugs, psychotropic substances, and controlled substances (precursor chemicals).
- Issuance of Import Certificate/Export authorizations for Import/ Export of Narcotic Drugs & Psychotropic Substances and issuance of No Objection Certificate (NOC) for import/export of precursor chemicals (controlled substances).
- Maintain liaison and coordination with the International Narcotics Control Board, United Nations Office on Drugs and Crime well as with the Competent National Authorities of other foreign countries on the issues related to international trade in NDPS and Precursor Chemicals.
- Sharing and Exchange of live information on import and export of narcotic drugs, psychotropic substances and precursors with the Competent National Authorities of other countries and with INCB (International Narcotics Control Board).
- Allocation of INCB approved estimates of narcotic drugs as quotas and its subsequent monitoring.
- Control over manufacture of narcotic drugs including issuance of licenses for manufacture of synthetic manufactured drugs.
- Inspection of records related to stocks and the input materials used for manufacture of narcotic drugs by pharmaceutical units situated in various parts of the country.
- Online return filing by the manufacturer and dealers of Narcotic Drugs and its monitoring.
- Online return filing by manufacturer, trader etc. of Psychotropic Substances and its monitoring.
- Administration, Supervision and Monitoring over licit cultivation of opium poppy in India and production of opium gum and poppy straw for CPS.
- Gathering Intelligence through remote sensing, informers, foot survey, conducting survey and destruction of illicit opium poppy and Cannabis (Ganja) cultivation in various States of India.
- Prevention of illicit traffic of Narcotic Drugs, Psychotropic Substances and notified Precursor Chemicals, New Psychoactive Substances (NPS), Dangerous Chemicals by strengthening Preventive and Intelligence checks and control.
- Conducting Drug Law Enforcement activities of Search, Seizure and Arrest Operations under NDPS Act, 1985.
- Regulation of international trade of Poppy seeds and registration of sales contract for import of poppy seeds into India.
- Training of pharmacist regarding drug abuse and creating public awareness about drug abuse.
- Coordination with other Enforcement Agencies such as Narcotics Control Bureau (NCB), Directorate of Revenue Intelligence (DRI), Central GST, Central Excise, Customs, DGFT, DCGI, State Police, State Excise, State Drug Controllers, and other enforcement agencies on the issues of mutual interest. Analysis and dissemination of intelligence to other field formations and agencies.
Vision of CBN
The CBN envisions to provide an efficient and transparent mechanism for ensuring adequate availability of narcotic drugs, psychotropic substances and controlled chemicals for their fair use in medicinal and scientific purposes, encouraging voluntary compliance and controlling drug abuse by preventing their diversion to illicit channels for production of harmful drugs.
Mission of CBN
The CBN aims at achieving excellence in the formulation and implementation of Narcotic Drug and Psychotropic Substances policies, laws, and procedures aimed at:
- Administering Government of India's NDPS issues aligned with its economic, trade, and enforcement policies in a balanced and pragmatic manner.
- Ensuring supply of controlled substances for medicinal and scientific use in a fair, equitable, transparent, and efficient manner.
- Facilitating trade and industry by streamlining and simplifying processes of issuance of import certificates / export authorizations / NOCs for import/ export and helping Indian businesses to enhance their competitiveness and growth of business.
- Ensuring effective control on domestic and cross border trafficking of harmful drugs.
- Creating an environment for voluntary compliance by providing information and guidance to the trade dealing with Precursor Chemicals, New Psychoactive Substances and Dangerous Chemicals
- Smooth and effective administration, supervision and monitoring of activities related to licit opium poppy cultivation.
- Redressal of grievances of opium poppy cultivators.
- Combating the Illicit Drug Trade with advanced intelligence-gathering techniques, strategic partnerships, and cutting-edge technology to identify, disrupt, and dismantle drug trafficking networks operating within and across Indian borders.
Strategy of CBN
The strategy for achieving the CBN's mission comprises the following:
- Benchmarking of operations and adopting best practices.
- Enhancing the use of information technology.
- Streamlining procedures by employing modern techniques like risk management, non-intrusive inspections and accredited client's facilitation.
- Evolving cooperative initiatives with other governments and private agencies and building partnerships with trade, industry and other stakeholders.
- Measuring conformance to service delivery standards.
- Developing professionalism through capacity building.
- Implementation of comprehensive drug awareness campaigns targeting various segments of society, including schools, colleges, workplaces, and communities.
- Working closely with law enforcement agencies at the central, state, and local levels to enhance their capabilities in drug enforcement.
- Collaborating with healthcare professionals, NGOs, and other stakeholders to assist in developing rehabilitation and treatment programs for individuals affected by drug addiction.
- Actively engaging with international counterparts, including law enforcement agencies, drug control organizations, and relevant international forums as drug trade and trafficking is a transnational issue.
- Encouraging and supporting research initiatives focused on drug abuse, addiction treatment, and emerging drug trends.
- Promoting evidence-based strategies, leveraging technological advancements, and adapting to changing patterns of drug trafficking.
